[URPE] Discussion on voting procedures for URPE SC

A Call For Comments on the Procedures for Electing Steering 
Committee Members and on a Proposed Amendment to the Bylaws on 
this Issue. 

 As was reported in the Fall 2004 Newsletter, the URPE Steering 
Committee discussed the procedures used to conduct elections for the 
Steering Committee at its Fall (September 2004) meeting, and it was 
decided to solicit comments on this issue. Accordingly, we invite all URPE 
members to write up their opinions and recommendations and submit them 
for inclusion in the Newsletter and on the URPE website.

In addition, members are invited to comment on a proposed bylaws 
amendment relating to this issue. The URPE Bylaws mandate a discussion, 
open to all members, of any proposed amendment. Since not every member 
has access to this website, all comments received by April 7 will be printed 
in the Spring Newsletter, and comments received after that date but before 
July 1 will be printed in the Summer Newsletter. Members are requested to 
keep their pieces under 750 words. 

An original proposal and a few comments in response to the call in the 
Winter Newsletter are already posted on the URPE Web site. 

Send your comments simultaneously to Paddy Quick for the Newsletter and
