Russia applauds progress in cooperation with China
MOSCOW - Relations between Russia and China have witnessed a
considerable progress over the past few years, a spokesman for the
Russian Foreign Ministry said Tuesday.
Obvious success has been achieved in many fields of cooperation
between Russia and China, and the two countries' top-level contacts
have become regular, at least three times a year, the Itar-Tass news
agency reported, citing spokesman Mikhail Kamynin.
The results yielded from two crucial summits - a visit to China by
Russian President Vladimir Putin in October 2004, and a visit by his
Chinese counterpart Hu Jintao to Russia last summer - "convincingly
showed the parties' resolve to continue to develop their partnership
and strategic interaction in all directions," the spokesman said.
"The ratification by our countries of the additional agreement on
the state border on its eastern stretch forever closed the border
issue which had complicated bilateral relations for many years," he
added.
"For the first time, Russia and China had an opportunity to discuss
any themes in their relations without looking back on inherited
problems," Kamynin said. "No serious political problems between our
countries have remained, capable of causing major difficulties in
bilateral relations."
The settlement of the border issue allowed the two countries to focus
on the task of fleshing out relations in all fields, he said.
The action plan on implementing provisions of a friendship and
partnership treaty for 2005-2008 approved in October 2004 is most
important in the task, Kamynin said.
Kamynin called for increasing contacts between the two countries'
peoples and regions, contacts in the fields of business,culture,
education and sports.
It will "help us strengthen the basis of political trust and
strategic interaction, make the existing friendly and good-neighborly
relations irreversible, and realize in practice the slogan - Russia
and China are friends forever and will never become enemies."

Russia, China PMs to focus on economic cooperation programme
BEIJING - A medium-term programme for the development of bilateral
trade and economic cooperation in 2006-2010 will be in focus at the
forthcoming meeting between the Russian and Chinese prime ministers
in Beijing, a member of the Russian delegation told on Monday.
The Russian delegation is in China to prepare the meeting, Kazinform
quotes Itar-Tass.
Russian Prime Minister Mikhail Fradkov will arrive in Beijing on an
official visit on November 3 and will stay until November 4.
The medium-term programme for bilateral cooperation was worked out
by the Russian Ministry for Economic Development and Trade and the
Chinese Ministry of Commerce, the delegation member said.
Trade turnover between the two countries increased by 37.1 percent
in the period from January 1 through September 2005, as compared to
the same period of the last year, and reached 20.74 billion U.S.
dollars.
Russia and China are seeking to increase it to 60-80 billion U.S.
dollars by 2010.
"The medium-term programme for the development of bilateral
cooperation should support the implementation of this task," the
official said.

Deputy PM Zhukov talks oil, investment in China
SANYA (CHINA) - Russian Deputy Prime Minister Alexander Zhukov took
part in a session of a Russian-Chinese commission Tuesday to prepare
for a meeting between the countries' leaders on November 3-4.
Zhukov and Wu Yi, his Chinese opposite number, signed a protocol
saying Russian oil exports to China by rail would grow to at least 15
million metric tons a year starting from 2006, which will almost
double the 2005 figure of 8.5 million tons.
The protocol also urges the Russian state-run oil major Rosneft and
China National Petroleum Corporation (CNPC) to complete studying the
possibility of building an oil pipeline from Siberia to China.
Russia is already implementing the project to build an oil pipeline
from Taishet in Eastern Siberia to Skovorodino in the Amur region on
the border with China to pump oil to the Asia-Pacific Rim. Russian
pipeline monopoly Transneft and CNPC are currently in talks to build
a pipeline stretch from Skovorodino to China.
The Chinese vice premier, for his part, said his country was
interested in oil and gas exploration and development in Russia.
Zhukov welcomed China's involvement in oil projects in Eastern
Siberia and the Far East.
He did not specify what form China's involvement would take and
urged a "comprehensive program" on the matter.
Zhukov said the Russian government had welcomed agreements between
Russian natural gas monopoly Gazprom and CNPC to start talks on
future Russian gas deliveries to China from a single gas supply
system in Siberia.
Zhukov said in 2005 bilateral trade might reach $28 billion, whereas
in the first nine months of 2005 it already exceeded the year-on-year
figure by 37.1%. He further said a new agreement with China to
encourage and ensure the mutual protection of capital investment in
2006 would be signed to replace the old one, which was expiring.
According to the deputy premier, Russia considers timber processing,
agriculture and fish processing to be priority industries for Chinese
investment and China may want to consider putting money into building
big infrastructure facilities like freeways and bridges.

Russia welcomes China's help in Far East region
Moscow - Russia is ready to negotiate with China on Beijing's
participation in a complex program for the development of oil and gas
fields in Eastern Siberia and the Far East, deputy Prime Minister
Alexander Zhukov, who is now paying a working visit to China, has
told journalists.
According to Zhukov, Russia needs to work out a single complex
program for the development of these oil and gas fields.
Various scenarios for China's participation are currently under
discussion, he stressed.

developing oil and gas fields in Eastern Siberia and Russia's Far

Siberian and Far East [oil and gas] fields, and we are ready to
discuss China's involvement in this program," he said.
Zhukov did not specify what form China's involvement would take,
saying there were various possibilities.
Chinese Vice Premier Wu Yi, during a meeting with a Russian
delegation to prepare for the upcoming meeting between the country's
leaders, said that China is interested in oil and gas exploration and
development in Russia.
"I hope that the [Russian] government will create the necessary
conditions for such cooperation," she said.

Russian government welcomes talks on gas supply to China
SANYA (China) - Russian Deputy Prime Minister Alexander Zhukov said
Tuesday that the government welcomed agreements between Russian
natural gas monopoly Gazprom and China National Petroleum Corporation
(CNPC) to start talks to coordinate Russian gas supplies to China
soon.
Zhukov told journalists that Gazprom and the CNPC had signed a
strategic cooperation agreement envisioning future natural gas
deliveries from Russia to China from a single gas supply system in
Siberia.
"This will make it possible to cross over from separate projects'
studies to systemic development of variants to supply natural gas
from Russia to China," Zhukov said.

Russia, China to endorse new economic cooperation program
SANYA (China) - Russia's Economic Development and Trade Ministry and
China's Commerce Ministry could soon sign an agreement on a mid-term
economic program for cooperation development in 2006-2010, Russian
Deputy Prime Minister Alexander Zhukov said Tuesday at a press
conference in China, where he is preparing Prime Minister Mikhail
Fradkov's November 3-4 visit.
Zhukov positively appraised the program, which outlines strategies
to raise bilateral trade to $60-$80 billion by 2010, but said some of
its points required further consideration.
At Tuesday's session in Beijing, the Russian-Chinese commission on
prime-ministerial meetings said it would instruct relevant government
agencies to continue developing the program.

Russian-Chinese trade may reach $28 billion in 2005
SANYA (China) - Trade between Russia and China may reach $28 billion
for 2005, Russian Vice Premier Alexander Zhukov said Tuesday.
Chinese Deputy Prime Minister Wu Yi had previously made a similar
forecast.
Zhukov and Wu Yi participated in a session of a Russian-Chinese
commission Tuesday to prepare for a meeting between the countries'
heads of government scheduled for November 3-4.
In 2004, bilateral trade hit $21.23 billion, up 34.7% year on year.
Trade during the first nine months of 2005 reached $20.74 billion,
up 37.1% year on year.
Russian exports to China are dominated by processed and unprocessed
natural resources. Crude oil exports are the fastest growing, while
machine and equipment exports are declining, accounting for only 2.6%
of the total in the first eight months of 2005.
At the same time, Imports of machines and equipment into Russia from
China are up, comprising 20.1% of the total in the first 8 months,
compared to 17.2% in 2004.
Zhukov said trade between the countries must be diversified through
bilateral investment and cooperation.
Russia also needs to improve the marketing of its technical products
in China and the government will provide support for this, he said.
Wu Yi proposed that an exhibition of Russian machines and equipment
could be held in China in 2006 as a measure to solve the problem.
Russia must also provide a system of post-sale servicing of its
products in China, she said.

Russia, China Dpty PMs co-chair preparatory panel session
SANYA, Hainan Island - A session of the Sino-Russian commission on
the preparation of the 10th regular meeting of the Heads of
Government of Russia and China opened here on Tuesday.
It was declared open by Alexander Zhukov, Russian Deputy Prime
Minister, and Wu Yi, Vice-Premier of the Council of State of the
People's Republic of China (PRC). Russian Prime Minister Mikhail
Fradkov is to pay an official visit to Beijing from November 3 to 4.
A Russian delegation source has told Itar-Tass that the Vice-Premiers
of the two countries are to meet at first in a narrow format to
discuss the topical matters concerning cooperation between the two
countries, and also consider the accords reached on Monday at a
regular meeting of the bilateral commission for cooperation in the
fields of education, health care, culture and sports. One of the main
decisions of the cooperation panel was to reaffirm intentions to step
up cooperation in making arrangements for activities during a Year of
Russia in China in 2006 and a Year of China in Russia in 2007.
When meeting in a broader format, the sides are expected to discuss
the main provisions of documents that are to be signed in Beijing.
"An agreement on the study of the Russian language in China and of
Chinese one in Russia will be one of the main documents to be signed
during the upcoming meeting of the Premiers of the two countries,"
the Russian delegation source said. The sides are also expected to
sign a Memorandum of Understanding about aid to children who suffered
from the terrorist act in Beslan, and an agreement on interaction in
the sphere of emergency medicine.

Tuesday that the Russian and Chinese economic ministries might soon
sign a mid-term bilateral program to step up trade and economic
cooperation in 2006-2010.
Zhukov, who is leading the Russian delegation to China, said the
program envisioned an increase in Russian-Chinese trade to $60
billion-$80 billion by 2010.
A Russian-Chinese commission, established to prepare regular
meetings between the two countries' prime ministers, signed protocol

special economic zones and industrial parks, Russian deputy PM
Alexander Zhukov told reporters.
Such spheres as wood, agricultural products and fish processing are
