EMPOWER DC is supporting the Thomas Bill which is much more comprehensive t=
han the Schwartz bill and considers all community needs - not just governme=
nt uses - as viable options for keeping public property in active public us=
e.

WHAT BILL 17-0527 DOES:

This bill is critical to ensure that DC government finally complies with th=
e law, providing:

- A Master Facilities Plan as required by law (10-1031)

- An audit of space being leased by DC government from private developers a=
t a cost of over $9 million per month, $110 million per year, as required b=
y law (10-1012)

- A Master Facilities Planning and Program Coordination Committee, as requi=
red by law (10-1031)

This bill lays out a process for complying with the Comprehensive Plan whic=
h includes numerous provisions mandating the protection of public property

Key Provisions of the bill include:

=C2=B7 Mandating that the Mayor deliver to the Council and the Council appr=
ove the Master Facilities Plan and other key planning tools required by law=
 before proposing the disposition of public property

=C2=B7 Creating a Community Development Plan to ensure DC identifies both g=
overnment and community-development needs for which to repurpose public pro=
perties, before considering any public property disposition

=C2=B7 Defining =E2=80=9Ccontinuous community input=E2=80=9D which is requi=
red in the current law, including emphasizing community and ANC involvement=
 in public property decision making=20
