U.N. OBSERVER & International Report

EUREKA, Nevada -- The Long Walk Northern Route was honored with a visit
from
Western Shoshone Carrie Dann on Thursday evening, after walkers arrived
here
on foot from Austin.

The Miwok youth, Round Valley singers and Cheyenne Arapaho Calvin Magpie
sang traditional songs for Dann in the Long Walk circle, honoring her
endless struggle for Indian rights.

Dann said the Shoshone are faced with the desecration of their sacred
places, including Mount Tenabo, as gold mining expands its destruction on
Shoshone lands. Further, nuclear testing and the nuclear industry are
poisoning the land, air and water.

Dann remembered when the Long Walk passed through Shoshone lands 30 years
ago. She joined the 1978 walkers in Austin, Nevada.

Gathered in a circle with the walkers and runners in Eureka, she said she
was encouraged by Indian youths and their courage. "I want you to know
that
I'm proud of you," Dann said.

Jimbo Simmons, coordinator of the Longest Walk Northern Route, presented
Dann with a new poster of the Longest Walk, which includes the faces of
the
northern route walkers in the Four Directions. Dann asked walkers to sign
the poster to remember them. She said she would place it in the Western
Shoshone Defense Project office.

Long Walker Tomas Reyes told the walkers that Dann was one of the great
Indians of our time and a great deal could be learned from her example.

Walkers and runners will rise early on Friday, traveling on foot to Ely,
Nevada, to carry the message that all life is sacred and to honor Mother
Earth.

Leadville, Colo., is a historic former mining town.

Like many of the 2,800 people in this old mining town, where wealthy
prospectors and infamous gunslingers once flocked, Ms. Medina, a
housekeeper
at a hotel in Vail, is afraid of losing her property, or worse.

"They should get us out of here," she said. "They need to do something
before it's too late."

This month, Lake County commissioners declared a state of emergency over
concerns that rising levels of contaminated water could burst from the
Leadville Mine Drainage Tunnel and flood the town.

For years, the federal Bureau of Reclamation and the Environmental
<http://topics.nytimes.com/top/reference/timestopics/organizations/e/environ
mental_protection_agency/index.html?inline=nyt-org> Protection Agency have
bickered over what to do about the aging tunnel, which stretches 2.1 miles
and has become dammed by debris. The debris is holding back more than a
billion gallons of water, much of it tainted with toxic levels of cadmium,
zinc and manganese.

The threat posed by the tunnel is the latest misfortune for the town,
which
is grappling with the wreckage of more than a century of mining.

"Everybody made a lot of money in Leadville," said Ken Olsen, a county
commissioner. "They left years ago, and we've had to clean up after them
ever since."

In the late 1800s, a gold and silver boom made Leadville one of Colorado
<http://topics.nytimes.com/top/news/national/usstatesterritoriesandpossessio
ns/colorado/index.html?inline=nyt-geo> 's most colorful places, drawing
the
likes of the Guggenheims. Legend has it that Doc Holliday fought his final
gunfight here.

Gold and silver gave way to zinc and lead mining, encouraged by the
federal
government for the war effort during World War II and the Korean War.
Molybdenum, used to fortify steel, was blasted out of the mountains for
years at the Climax mine.

In 1983, the E.P.A. listed the area as a Superfund site because of mine
tailings and runoff. Three years later, after a sharp decline in the price
of molybdenum, the Climax mine shut down, stripping Leadville of its
heart.

"So many people had to leave the community," said Bob Elder, a retired
mining engineer. "A lot of us felt lost. There was no life left here for
quite a while."

The town has recast itself as a tourist destination - North America's
highest incorporated city, at 10,152 feet, where people can peruse its
tiny
Victorian-style main street, drink at the Silver Dollar Saloon or ride a
scenic railroad. Miners have been replaced by Mexican immigrants, who
commute over the mountains to work at ski resorts.

Abandoned mine shafts honeycomb the surrounding hillsides. The old
drainage
tunnel, built by the federal government in 1943 to drain hundreds of these
shafts, began falling apart in the 1970s, causing water to pool. In 2005,
the E.P.A. offered to start pumping the clogged water toward a Bureau of
Reclamation plant, which treats the water flowing through the tunnel; but
the bureau contended that the additional water was part of the E.P.A.'s
Superfund cleanup responsibility. A plan for the state to take over the
plant subsequently fell through.

Last year, the warnings grew louder. Brad Littlepage, who manages the
Bureau
of Reclamation treatment plant, says he told supervisors, to no avail,
about
the tunnel's deterioration. The risk, as he and other experts saw it, was
that pressure from the backed-up water had become so intense that it
threatened to burst through the blockages and cascade out of the tunnel.

A spokesman for the Bureau of Reclamation, Peter Soeth, said that Mr.
Littlepage's concerns had been considered but that the agency's experts
had
concluded that the tunnel's condition did not pose an immediate threat.

Last November, Robert E. Robert, a regional administrator for the E.P.A.,
sent a letter to the bureau warning of the possibility of a "potentially
catastrophic release of water" from the tunnel.

Since May 2005, the level of water has risen 50 feet, creating a pool that
is now 150 feet deep, said Jord Gertson, a hydrogeologist who works for
the
E.P.A.

A substantial snowpack this winter has put even more pressure on the
tunnel.

For the Lake County commissioners, the bureaucratic wrangling had gone on
long enough. The commissioners' state of emergency declaration on Feb. 13
brought a visit from Senator Ken
<http://topics.nytimes.com/top/reference/timestopics/people/s/ken_salazar/in
dex.html?inline=nyt-per> Salazar, a letter from Gov. Bill Ritter Jr. to
President Bush and a hearing last week at the State Capitol. Despite the
frustration, Mayor Bud Elliott worries that the attention will harm
Leadville's economy. Two days after the county's declaration, the town was
notified that its property and liability insurance would not be renewed
because it had become too risky, Mr. Elliott said.

"People are canceling vacations," he said. "We've had two children
withdrawn
from school because their parents are afraid."

The E.P.A. has since agreed to spend $1.5 million to drill into the tunnel
and begin pumping the water into the Bureau of Reclamation's treatment
facility.

One frigid evening last week, a test of emergency sirens rang out through
the trailer park where Ms. Medina and 300 other people live. Shania
Sooter,
9, clasped her hands to her ears. "They're going to show us what to do in
case there's a flood from the mine," she said.

As a muffled recording broadcast warnings in English and Spanish, a herd
of
elk wandered down from the mountains. Down the road, peering out from
behind
the peaks, the yellow lights from the old Climax mine continued to burn
through the night.

FW: hello from the Longest Walk in Shoshone land
FYI - Longest Walk in Shoshone country..

-----Original Message-----
From: brenda norrell [mailto:brendanorrell at gmail.com]
Sent:

Hi friends,

The photo today of the Cheyenne Arapaho runner on the "Loneliest Road in
America," says it all about why I haven't been writing or posting much
lately. Very hard to get

access to Internet. But the Yomba and other Shoshones have been so
wonderful. We leave Austin, Nevada, for even higher country tomorrow,
Eureka,

on to Ely Friday and toward Utah on Hwy 50. Please see the blog for photos
and listen to us at www.earthcycles.net <http://www.earthcycles.net/>
Yes,
unfortunately for the listeners,

I'm a cohost on Longest Walk Talk Radio on the northern route. Photos at:
www.bsnorrell.blogspot.com/

Here's a comment just posted on the Atlantic Free Press to an earlier
US/Mexico border story.

Article title: Mohawks Inflamed Over Tohono O'odham Tribal Council
Complicity In "Border" Oppression Of Indigenous People - U.S. welcomes
rich
and kills the poor

Title: O'odham means people

Comment: The original people of these lands have been further confined.
February 25, 2008 a traditional O'odham man from the O'odham territory
with
two elder women passengers were stopped and restricted further travel at
the
Border Patrol check point exiting the occupied Tohono O'odham Nation
reservation boundary.
According to new DHS restriction for O'odham, O'odham living in O'odham
territory occupied by Mexico entering O'odham lands occupied by the United
States are illegally entering the United States if they leave the confines
of the reservation.
The O'odham did not authorized the International Border which bisected
O'odham lands and communities and families. The O'odham are considered
undocumented trespassers, on our own lands.
The tribal government comments were, "we announced the new policy on the
radio and the newspapers."
Further restrictions are yet to be announced.
This is the real situation that the general public is ignorant of and also
this does not alert the policymakers that there is something wrong. This
are
Universal Human Rights for Indigenous Peoples violations. As original
peoples we have the right to not only exist but have the right to our way
of
life and the right to travel on our own lands.
The WALL is a violation of our rights, to exist as O'odham, our lands is
our
responsiblitity as human beings to maintain the balance of the universe,
these restrictions impacted not just the O'odham but all humanity and the
entire environment, all plant and animal life and the entire universe.
Further restrictions will began a irreparable cycle of events, a reaction
by
our ancestors and nature. This a warning from our prophets, too many
deaths
on our lands, too many foreigners direspecting the people and the lands
and
our own people not following our way of life.
The border patrols are armed robots of the american government that have
no
right to be on O'odham lands committing O'odham Rights violations and
Human
Rights violations.
Killing one O'odham is one too many.
This is the REAL situation people I live in the occupied territory. I have
witnessed many violations, have been arrested by the tribal police,
(although there will be no record of it), I have witnesses. I have been
held
at gunpoint by the Border Patrol when I said I was O'odham instead of U.S.
citizen or Mexican citizen. My house as well as many O'odham homes were
surrounded by heavily armed, riot geared forces that entered our homes
without warrants.
We are all criminals on our own homes and lands, all in the name of U.S.
border protection from terrorist.

FW: Oil Pipeline: Help the Lubicon in Canada
FYI - Please do what you can.

********
>From Friends of the Lubicon Alberta:

Help us flood the Alberta Utilities Commisson site!
This is an effective 3 minute action to stop TransCanada.

Why?

TransCanada (huge multinational oil pipeline company) has applied to build
their
jumbo pipeline (called the North Central Corridor) on unceded Lubicon
land.

What's wrong with this pipeline application?

The latest UN recommendation (Nov 2007) on Lubicon land states that there
should
be a "moratorium on all oil and extractive activities in the Lubicon
region
until a settlement is reached with Lubicon Lake Nation." TransCanada is
ignoring
the UN. TransCanada is not even following Canadian law to hold meaningful
consultations with the Lubicon, yet TransCanada is leading the public to
believe
they have done so. TransCanada is violating Lubicon rights.

We are working to stop TransCanada's pipeline application.

How?

The TransCanada application is now before the AUC (Alberta Utilities
Commission). Emails can be sent in support of or against this application.
Emails are documented on this AUC website:
https://www3.eub.gov.ab.ca/eub/dds/iar_query/ApplicationAttachments.aspx?App
Number=1551990

Over forty oil companies have sent letters in support.

YOUR ROLE: Help us flood the AUC site with opposing emails! The AUC will
not be
able to ignore our messages. With one email you can do your part to stop
TransCanada.

To complete this effective 3 minute action:

Go to your email. Open a new message. Enter this address:
willie.grieve at auc.ab.ca This email is going to Mr. Grieve. He is Chair of
the
AUC.

- Let him know that you are strongly opposed to the application # 1551990.
- Let him know you support the Lubicon Lake Indian Nation.
- Tell him that you know about the UN Nov 2007 recommendations (this was
quoted
above), as well as prior 2005 and 1990 recommendations, and that Alberta
is
letting down Albertans, Canadians, and the International community by
failing to
follow these recommendations.
- Do this in your own words. Please be respectful. If you would like to
see
sample emails already submitted, click on any of the "external
correspondence"
emails on the same AUC site. (Just so you know, when you have completed
your
action, your email will show up on the AUC site as "external
correspondence"
too.)
- We would like these emails to be sent as soon as possible this week.

Support for the Lubicon is growing worldwide, but there is little action
from
right here in Canada - right where it counts. Let's show TransCanada they
CANNOT
get away with violating Lubicon rights because CANADIANS won't let them.

Thank you for your support,
FOLA (Friends of the Lubicon Alberta)
