The actions of the acting U.S. Co-President, Richard Cheney,
illustrate the argument and positions of this debate. He has wanted
to bomb Iran for well over five years. His order to the Department of
Defence two years ago that any 'terrorist' bombing within U.S. borders
must cause the immediate U.S. bombing of Iranian targets. Hesitation
was ordered not to be contemplated.
