Baghdad.

Iraqi President Saddam Hussein calls on Arab Summit to support Iraqi
Resistance.

In a message to the Arab summit meeting set to convene in Khartoum,
the capital of the Sudan on Tuesday, Iraqi President Saddam Hussein
warned against US plans aimed at partitioning Iraq into three
mini-states, and of planning to use sectarianism to tear the Arab
countries apart.

The Iraqi President warned that what is happening in Iraq is not some
outburst of passions, but the result of a plan that has been drawn up
to split Iraq into three states: a Kurdish one in the north, a Sunni
one in the center, and a Shi`i one in the south.

Saddam Hussein held the US responsible for the bombing of the Shi`i
Imam `Abd al-Hadi shrine in Samarra' on 22 February 2006, and for the
campaigns of sectarian kidnapping and murder that have swept the
country since.

The Iraqi President began his message by saying that he had resolved
to write to the Arab leaders in spite of his deep differences with
them. He told them that the Iraqi Resistance is the "fortress upon
which the waves of American, Zionist, and Iranian plots will be dashed."

Saddam Hussein noted that from the beginning of its occupation, the
Americans had tried to wreck existing governmental and social
institutions and to tear apart the social fabric replacing it with the
law of the jungle. The American occupation imposed a sectarian
constitution with sectarian political parties and politicians
representing one or another ethnic or religious group and imposed a
`federal system' all with a view to destroying the cohesiveness of the
country and establishing separate statelets.

The Iraqi President asked: if the US were not seeking to split up
Iraq, then what is the reason for the US occupation putting the puppet
ministries of defense and the interior in the hands of representatives
of sectarian militias? Saddam Hussein noted that this effort was not
new, it has been a Zionist strategy for decades as documented in the
strategy for the region in the 1980s drawn up by Oded Yinon.

He warned the Arab leaders that the turn of their countries in the
large-scale American plan to break up the Arab states and take control
of the oil wealth of the region was coming. But he pointed out that
the Iraqi Resistance had blocked the US plans for Iraq and was
preventing the Americans from carrying out their ambitions elsewhere
in the region, since US forces were now bogged down in Iraq.

The Iraqi President predicted that the coming year would bring America
significantly closer to departing from Iraq and therefore to
abandonment of its designs on the region, but the Arab leaders
therefore had the choice of being a part of the solution to the
problem of American partition of the region by supporting the Iraqi
Resistance, or they could contribute to their own doom by offering
support to US plans and strategies in Iraq.

Saddam Hussein pointed out that Arab leaders did not have to support
the Resistance openly or publicly, but insisted that they must not
offer any support for US schemes that involve acceptance of the
American-installed order in the country.

The Iraqi President pointed out that the experience of Iraq proved
that Resistance against the US onslaught was indeed possible even with
the most minimal resources. But the US plan for Iraq was only a
blueprint for similar plans to divide other Arab states, as the
American effort to partition the Sudan today and its campaign against
Arab positions in Lebanon and Syria also showed.

"The victory of Iraq over the occupation will necessarily lead to the
collapse of the Zionist plans for Palestine and to the liberation of
Syria, Lebanon, Saudi Arabia, and Egypt from American threats and to
halting the plans for splitting of Arab North Africa into `Arabs and
Berbers'," Saddam Hussein concluded his letter by saying. "Therefore
your summit, which can see this situation in all its details, is
responsible before God, the Arab Nation, the Islamic world community,
and history for what decisions it makes. May God bring you success
and guide your steps along the path of liberation, unity, and good."

Iraqi Vice President `Izzat Ibrahim ad-Duri in recorded message
broadcast over al-Jazeera satellite TV calls on Arab summit to
recognize Resistance as sole, legitimate representative of Iraqi people.

Vice Chairman of the Revolution Command Council of Iraq `Izzat Ibrahim
ad-Duri sent a message for Arab leaders set to assemble in a summit
meeting in Khartoum, the Sudan, on Tuesday calling on them not to
recognize the American-installed puppet regime in Baghdad, but to
recognize the Iraqi Resistance as the legitimate authority in Iraq.

In an audiotape played on al-Jazeera satellite TV, Vice President
`Izzat Ibrahim called on Arab leaders to support Iraq by boycotting
the American-installed puppet regime in Baghad.

The Iraqi Vice President, whom the Americans have never captured
despite offering a US$10 million dollar reward, called for an end to
all attacks on Sunni and Shi`i places of worship and of the acts of
murder that have become common in recent weeks.

In the recorded message, `Izzat Ibrahim addressed the leaders saying:
"Men of official, historical responsibility in the Arab nation, let
your summit meeting take a clear, open, courageous decision to
recognize the heroic Iraqi national Resistance." He referred to the
Iraqi Resistance as the "sole legitimate representative of the Iraqi
people" and called on Arab leaders to give it representation "in their
congresses, in the Arab League and in its institutions" and to
"support the people of Iraq and their heroic national Resistance and
their jihad until liberation"

The Iraqi Vice President called on the Arab leaders to "expel" what he
called "the representatives of treason and collaboration who sold out
their religion, their homeland, and the Arab Nation for a trifle." He
called on the leaders to "boycott and embargo the regime of
collaboration and treason."

Car bomb explodes in Madinat as-Sadr in Baghdad one day after American
offensive against supporters of Muqtada as-Sadr begins with bloody US
assault on Shi`i mosque in that district.

In a dispatch posted at 2:50pm Mecca time Monday afternoon, Mafkarat
al-Islam reported that a car bomb exploded in the Madinat as-Sadr area
of eastern Baghdad.

The correspondent for Mafkarat al-Islam reported eyewitnesses who live
in Madinat as-Sadr as saying that an explosives-packed car that had
been parked by the side of al-Muzaffar Square blew up, killing two
civilians and wounding four more of them.

Madinat as-Sadr, a center of activity of the supporters of Shi`i
religious leader Muqtada as-Sadr, was the scene of a major American
attack on a Shi`i Muslim house of worship on Sunday in which the
Americans killed 18 of Muqtada as-Sadr's Jaysh al-Mahdi militia.

The American offensive on Muqtada as-Sadr's forces follows statements
made by US ambassador Zalmay Khalilzad in the American Washington Post
newspaper on Friday in which he spoke of the need to suppress the
Jaysh al-Mahdi.

Mysterious bomb kills civilian in southeastern Baghdad's az-Zuyunah
district.

In a dispatch posted at 12:30pm Mecca time Monday afternoon, Mafkarat
al-Islam reported that a mysterious bomb exploded in the Zuyunah area
of southeastern Baghdad on Monday morning.

The correspondent for Mafkarat al-Islam reported eyewitnesses in
az-Zuyunah as saying that a bomb on ar-Rabi`i Street in their area
exploded, killing one civilian and wounding two more of them.

In contrast to Iraqi Resistance attacks, which have clear and defined
targets – occupation troops or armed forces, officials, or
collaborators with the US-installed puppet regime – such mysterious
bombings, a large wave of which began in late February, appear
targeted exclusively on civilians.

Such attacks are widely viewed as a part of an Anglo-American effort
to rescue their failing fortunes in Iraq by sparking a sectarian civil
war in the country enabling them to fulfill their plans of
partitioning the country along ethnic and religious lines.
