India Nuclear Deal Update 
Dear james m,

Yesterday, President Bush and Indian Prime Minister Manmohan Singh signed
a bad deal that would give India access to U.S. nuclear technology while
undermining global efforts to stop the spread of nuclear weapons.

While the deal has been signed there is still an opportunity to block it
or at least impose additional conditions. In order for the deal to go into
effect, Congress must approve changes to existing laws.

Earlier this week we asked you to write your Representative in Congress to
express concern about this deal. The response was tremendous and
Congressional offices were flooded with thousands of e-mails. Now, we need
to keep the pressure on.

Please ask your Representatives to co-sponsor a bill -- H.Con. Res. 318 --
introduced by Congressmen Edward J. Markey (D MA) and Fred Upton (R MI)
which supports strengthened ties between the U.S. and India but expresses
concern that this deal undermines nuclear non-proliferation efforts. 

India is the worlds largest democracy and one with which we should
strengthen our political and commercial ties. However, India has
consistently refused to sign the Nuclear Non-Proliferation Treaty, has
conducted nuclear bomb explosive tests, has used assistance from Canada
and the US intended for peaceful purposes for these nuclear weapon tests,
refuses to accept International Atomic Energy Agency safeguards on all of
its nuclear facilities, and maintains a growing nuclear weapons arsenal in
a very dangerous part of the world. India also refuses to stop producing
nuclear material for its expanding arsenal or makes any commitment to
disarmament as have done the NPT nuclear weapon states, and refuses to
sign the Comprehensive Test Ban Treaty. 

Council for a Livable World opposes this deal because it undermines
cooperative global efforts to stop the spread of weapons of mass
destruction. It is hypocritical to tell nations like Iran and North Korea
that they should not build nuclear weapons when the United States turns a
blind eye toward the Indian nuclear weapons policies.

Fortunately, a number of leaders in Congress have expressed grave
reservations or outright opposition to the deal because of proliferation
risks, and will lead the congressional opposition.

Congressman Ed Markey, Democrat from Massachusetts, said yesterday:
"In a last minute rush to get a nuclear deal with India at any cost,
President Bush appears to have caved to Indian demands and compromised
U.S. security by blowing a hole in the Nuclear Nonproliferation Treaty. It
empowers the hawks in every rogue nation to put their nuclear weapons
plans on steroids. 

Congressman Ed Royce, Republican from California and Chairman of the
Subcommittee on International Terrorism and Nonproliferation stated:
There is enthusiastic support on Capitol Hill for growing U.S.-India
ties. However, the U.S.-India agreement on civil nuclear cooperation has
implications beyond U.S.-India relations. In this process, the goal of
curbing nuclear proliferation should be paramount. Congress will continue
its careful consideration of this far reaching agreement.
