   As a whole, the theory is looney.  The US certainly is dominant in its own 
foreign policy.

   But let's face it: Israel does wield an unusual amount of influence in 
Washington, and some of that influence sometimes impacts US foreign policy.  
But then again, the same thing could be said of Britain.
