What drives the need for a common.... anything?  Common currency, common 
weights, measures, abolition of internal tariffs, even standard gage [that's 
how it is spelled when referring to the space between the rails of a 
railroad]?  Exchange.  The growth of equivalent exchange.  And that growth 
of equivalent exchange requires access to wage labor.

"National" power manifestst itsel in destroying the property limitations to 
that market.
