Peru?! Peru is the bastion of democracy? You're kidding, right?

Fred Fuentes didn't write that. The Washington Post wrote it.

Fred probably took it for granted that the post title he gave that he
doesn't agree with the Washington Post.

This makes it safe to assume he doesn't agree with the Post on the Peru
being a model of democracy.
