The origin of the phrase was in the 1939-1940 debate following the  
Hitler-Stalin pact.

Trotsky's reply:

"First Camp: Chamberlain and Daladier
  Second Camp: Hitler and Stalin
  Third Camp: Burnham and Shachtman"
