Not sure what edition the quote above is from, but mine must be
revised in some way. It is the 2nd Beacon edition, and the quote is
on pg. 251. (available via GoogleBooks here:

Where the paragraph in which that quote appears is much shorter. It only reads:
"During the period 1917-23 governments occasionally sought fascist
help to restore law and order: no more was needed to set the market
system going. Fascism remained undeveloped."
