I agree that the line about WP being to create smoke for covering movements 
is a bunch of crap.  It,  WP, is a stand off weapon.

Takes all the discipline in the world to stay in your hole when you have 
white phosphorous on you.   I don't think the militants in Fallujah were 
below ground per se, although maybe they were, but I think the air dispersal 
mechanism the US developed penetrated the buildings where militants, 
civilians, everybody was seeking shelter, and burned them right in place.

As I said before, "war crime" is itself a criminal understatement when 
applied to the use of white phosphorous.
