Yep,  established practice in the South, with the defeat of Reconstruction, 
particularly in Alabama-- a little super-exploitation of incarcerated 
African-Americans, prior to being "leased" to plantations, mines, timber 
mills, etc.  Chain gangs were actually considered an "advance" on this bit 
of ongoing primitive accumulation.
