 Caracas, Feb 15 ABN.- "This victory belongs to all the Latin American
peoples, it is our America. It is a really historical victory," affirmed the
president of the Bolivarian Republic of Venezuela, Hugo Chavez Frias, from
the Miraflores Presidential Palace on Sunday night to celebrate the people's
victory.

After knowing that 54.36% of sovereign majority approved the constitutional
amendment (6,003,954 votes), Chavez stated that the Venezuelan people
started to emit the light they have inside, from the same moment it started
to constitute itself and to gain the awareness of its value and strength.

"The Venezuelan people, forging itself, constituting itself again, are
shining for the world. The Venezuelan people are today emitting their lights
and democratic, humanist and revolutionary virtues to the whole world," he
said.

"The world shall see, then, how the light of Simon Bolivar's people shines,"
stated the leader of the Bolivarian Revolution.

He ratified his complete consecration to the people and he also reiterated
that he will obey faithfully its mandate, to whom he devoted the victory of
the electoral process developed on Sunday.

"Order, people; I will know how to obey you. I am a soldier and you are my
bosses," Chavez expressed.

The president of the Republic thanked his Cuban counterpart, Fidel Castro,
who sent him a message to congratulate him for the popular victory achieved
by the Venezuelan people.

The leader of the Cuban Revolution pronounced by phone, "Dear Hugo,
congratulations for you and for your people for a victory that, due to its
magnitude, is impossible to measure out."
