Really great exposition by JB here..    And his final remark about the 
explicability of the fSU decline in life expectancy is painfully correct. 
The Soviet economy, and its social system, particularly medical care, was 
dismantled, deconstructed, destroyed-- rape and pillage by financial Vikings 
comes to mind-- and this was capped by the decline of oil prices in 1997 and 
the collapse to below $10/barrel in 1998.
