"It"-- the Rumsfeld doctrine is both or all three,  hooey, cover story, and 
an ideology embraced by Rumsfeld et al.

Still, I don't think Rumsfeld, Bush etc. ever thought they would need as 
many troops as they has positioned for the strike, much less as many as some 
generals were stating.

Nice to think that the murderer/morons actually felt compelled to initiate 
the attack prematurely in response to their great "fear" of the anti-war 
movement, but I 'm not sure  these people ever thought/think that deeply--  
are that aware, much less perceptive.

I have argued, though without the luxury of hard and fast proof, that a 
major consequence of the antiwar movement before the war was to force the 
imperialists into the war with far fewer forces than they "needed". The 
"cover story" is that this was the "Rumsfeld doctrine," moving quickly with 
a small, technologically advanced force. I think that's all hooey.
