"Financial resources" are just a capitalist mystification. The only "resources" that a socialist society will need are nature and labor, including, of course, the products of past labor.
The SEP/WSWS is just proposing a radical version of the New Deal. And they don't deal with the fact that the levels of material consumption that they implicitly want to defend have always depended on the looting of the majority of the planet's people and resources.
