Actually, I think you are both correct, and Fidel recognizes that Santo
Domingo was neither a total defeat nor an absolute victory in his speech.
But, more importantly, it's what is happening on the ground that gives any
meaning to Santo Domingo, the superficialities of diplomatic etiquette
reflect this  to some degree. And what is happening on the ground was a
tactical blow in the midst of a strategic advance (at the level of all
Latin America).
