No, Louis, but is the shortage and the depletion of the fish based on 
inherent limits to the quantity of fish that the ocean can support or is it 
based on the needs of capital to "float" its investment by transforming 
increased capital costs into massive increases in the conversion of those 
capital costs into circulating commodities?  Is the shortage based on use or 
exchange?  On profit, cost of production or on "too much demand"?
