Néstor Kirchner, immediately upon return to Argentina, blamed Uribe
and the leadership of the FARC for the failure. Anyway, Uribe kept the
power of the Colombian state in his hands, and his speech at
Villavicencio was a masterpiece of delusion.

He insisted in that there had been "no combats" in the area for 15
days (as if the only military operations imaginable were combats), and
that there might exist a probability that some child in Caracas was
Emanuel.

In this context, the declarations by Kirchner put the greatest burden,
by far, on Uribe's side.
