I don't think this question can be answered in absolute terms. It can
only be answered in relative terms.

For example, consider India:  the US is an imperialist country towards
the India, but India is also an imperialist country towards the
smaller/weaker countries  (or annexed former countries) around it
(e.g. Bhutan, Sikkim, etc.)

I agree that investment has little to do with this, these days. The
bourgoisie of every country, more or less, has money to invest in
other countries, nowadays.

This has more to do with military heft.
