This cartel will have major logistical problems. There is not a world 
market for natural gas. It's divided up regionally and by product: 
natha-gas/liquefied petroleum gases, pipeline NG, LNG, etc. Also prices 
for NG don't follow their own world trends but are based regionally, 
usually following the price of oil, the most important pressure on NG 
prices.

The US gets about half it's NG from Canada (who were not there at the 
meeting). The U.S. is its biggest and almost only customer for them. The 
rest is produced domestically with some imported in the form of LNG from 
places like Algeria and Indonesia. There I'm not sure what a cartel in 
NG could actually do given the disparate forms of pricing and different 
kinds of products. If ALL NG was in the form of LNG, it might be 
possible to pull off a cartel.

It is interesting the Mexican government wasn't there. Probably didn't 
want to get a frowning look from Uncle Sam.
