I don't think that such arrests would take place if the US government 
had not been sponsoring and funding terrorist crimes over the decades, 
including the bombing of a civilian airliner. As you will recall, the 
bomber was released from all charges in an American court. If any other 
country had to put up with such assaults, the guilty would not be put in 
jail. They would be put under the jail.
