  Yes, in the infamous "Hunnenrede" -- the Huns speech -- in 
Wilhelmshaven. There is no official version of it. Another famous quote 
is "Pardon won't be given! Prisoners won't be taken!". 

  The term "Hun speech" became because he cited the cruelty of the Hun 
invasion a millenium earlier which was still proverbial then.
