[Marxism] writings on radical public policy?

A friend of mine has just been accepted to NYU law. He is somewhat political and interested in any writings that locate when and how social movements created radical policies due to their impacts. How were progressive policies instituted in times of upheavel? Is there any academics that have this as their central focus that people know about?
