I don't know too much about this particular movement. As a rule, I am
FOR capitals residing in the largest working class agglomeration in
eacfh Latin American country, provided it is not an agglomeration
under imperialist dominance (which is not always the case).
But it should be noted that Sucre has always been the formal capital
of Bolivia even though the Executive and Legislative lay in La Paz.
And there are very good historic reasons for this.
