Maybe peoples' archival search skills are better than mine, but I
couldn't find a word in the Castro Speech Database at the University of
Texas and I looked pretty carefully.
I can understand why. Cuba was pretty isolated at the time and needed
Mexico's support. By the same token, the PRI's image was pretty
tarnished by this point and its support of normalized relations with
Cuba gave it some credibility.
