[Marxism] The DSP's fresh approach to applying democratic centralism

I read the DSP statement, but found nothing about democratic
centralism in it. Democratic centralism has a number of quite specific
features, and none of them did I find mentioned.

To _explain_ DC does bring up some difficult theoretical issues, which
I would not expect the document to discuss, but in practical terms DC
is not at all difficult or strange, and unions in principle and to a
degree in practice regularly carry it out. But to do this there are
certain rules that must be made explcit, and I don't see any of them
in the document. 

Perhaps someone knowledgable about the DSP would care to explain how
the document embodies democratic centralism.
