Louis -- I agree with your general observations.  However, I did not mean 
simply "electoral" when I said "constitutional".  There has been this whole 
fetish around the constitution developed by Chavez and the Bolivarians in 
Venezuela.  I've heard that people carry copies around with them and 
brandish them somewhat like Red Guards with Mao's "Little Red Book". 
Writing and getting enacted (against a lot of opposition) a new 
constitution, roughly following the Venezuela model, is top on the agenda in 
Bolivia and Ecuador.  That's more what I meant when I said that maybe this 
model needs to be reexamined in the light of what happened.
