Isn't it a bit meaningful that the debate takes place between an 
Argentinean and a Slovenian who chose Buenos Aires for a home? There 
must be something in this "capital of an empire that never existed", 
as a local sepoy said recently.  The empire _did_ exist.  It was the 
British Empire. And Buenos Aires, though not a "capital" of the 
Empire, was one of its most valued (and hidden!) jewels.
