Joan, you are so right.  I know that superintendents are vastly over paid.  
Class room teachers are short changed as a result.  Plus, school districts 
have huge bureaucracies.  My school district spent a million dollars in a 
court suit to keep one disabled child out of main stream classes.  Another 
time, they hired a superintendent who asked for more money after he had 
already agreed to come.  There is so much corruption on the retirement 
amounts for superintendents that a government unit had to be formed just to 
lost for that kind of fraud.
